Does the Communique of Third Plenum of CPC Satisfy Expectation

Third Plenary Session of the 18th Central Committee of the Communist Party of China runs from Nov 9 to 12 in Beijing. It is the third such meeting since Mr Xi came to power; because the first two plenums of a party chief’s term are given over largely to housekeeping matters, including party and government appointments, third plenums are the ones to watch.



The closed-door, four-day conclave of some 370 senior party leaders as usual sums up its decisions in a gnomic communiqué full of ambiguities. Yet a parsing of the document suggests President Xi Jinping (pictured above, centre) is tightening his grip on power, and with it his ability to achieve breakthroughs in economic and social reforms.

China’s state-controlled media have hailed the meeting, known as the third plenum of the 18th Central Committee, as “a new historical starting point”. Global Times, an English-language newspaper, said it was just as important as the most famous plenum in the party’s history, which brought Deng Xiaoping to power in 1978 and ushered in profound changes that turned China into the world’s second-largest economy. There is little in the communiqué to back such bullish assertions, but the summary of the proceedings offers hope that the pace of reform will pick up.

Nevertheless, several points in this document are noteworthy and anticipated.
  • For the first time in such a document, the role that markets play in the allocation of resources is positioned as “decisive”. This has been glossed by official media as a step up from previous party language that described the role of market forces as merely “basic”. 
  • It gives more property rights to farmers, and promote the equal exchange of factors of production between urban and rural areas and the balanced allocation of public resource
  • Setting up a leading group for comprehensively deepening the reforms.
  • The first of these is the setting up of a “state-security committee”. Details of this have not been revealed.
  • Deepening financial and military reforms.
  • The other notable change is the establishment of a “leading small group” to supervise reforms. Such groups count.

Primitives "show", "print", "write", and "type" in NetLogo

Prints value in the Command Center, preceded by this agent, and followed by a carriage return. (This agent is included to help you keep track of what agents are producing which lines of output.) Also, all strings have their quotes included similar to write.

This command will output value, which can be a number, string, list, boolean, or nobody to the Command Center, not followed by a carriage return (unlike print and show).
This agent is not printed before the value, unlike show. Its output also includes quotes around strings and is prepended with a space.

How Poor English Speakers Make Clear Presentation

Today a guy with very poor English made a even poorer presentation in English. A presentation with same amount of information is made in twenty minutes by a normal English speaker, he used one and a half hour. However all audiences (fluent English speakers) were very patient and nice. They waited until he finished. In stead of making comments on the topic, they gave some suggests to the speaker on how to make a clear presentation. Here are some suggests they gave.
  • Write down most of the information you want to send to the audiences. As you have problems on speaking clearly, you should write down as much as information as you can on the slides. If the audiences cannot understand what you talk, they can still get the information of the topic from reading your slides. Also the speaker you can just read out the slides if you cannot talk freely. This is not a nice way to make presentation but it guarantees that the audience can understand the topic.
  • Make a detailed introduction to the topic. Do not mind to spend a bit more time on introducing your topic. If the audiences know what the topic from the beginning, they can guess the meaning that you want to express from their knowledge or experience when you cannot express clearly. If they do not understand what you talk about from the beginning, they cannot get any information from your presentation at all.
  • If there are mathematical equations in your presentation, explain the notation (which notate the variables and parameters) in the equations clearly. Do not assume that everyone understands the notation you use. If they do not know what the notations mean, there is no way for them to understand the equations (usually these are the core information you hope to give to the audiences) you create.

On Innovation

The core of radical innovation is mental association. An innovation is either purpose-driven or phenomenon-driven. Purpose and phenomenon are the two ends of the technology-forming chain. No matter which end the process start from, innovation then goes to problem-solving section. 

Thank of how people solve problems. When a problem turns up, they firstly evaluate whether it can be resolved straightway and entirely, or should be decomposed into sub-problems. Then they use existing resources to which they can access to solve the problem or sub-problems in a certain sequence. This may create new problems and need other resources to solve them. Finally all hurdles are overcome by using accessible resources.

Mental association is essential in the process. To solve a problem is to associate it with the stored functionalities (in the form of various resources) and imagine what will happen when certain association is made. This occurs when people solve the sub-problems and problems generated, and determine the way in which to decomposed the original problem. If all problems can be associated with existing functionalities successfully, the original problem is solved.
 
Therefore innovation is not creating anything that is never existed. It is essentially re-combining or re-organizing existing technologies.

How to Code Recursive Functions in NetLogo


Simply two steps to code a multi-period recursive function in NetLogo: 
  1. Set up the initial value of the input variable (which is used to calculate a value in later periods) in advance of coding the function. You can never obtain the initial value within the function. E.g., set Var 0.
  2. Update the values of all input variables once the calculation completes. E.g. set Var Var + 1.
